From a practical standpoint, time release is simpler, which is a twofold advantage – a wider variety of positions that can be used, and much easier and cheaper to make.
On the other hand, if cost and complexity aren't an obstacle, maybe the best approach would be something modular and/or programmable. Like a base unit that's just the handcuffs, the mechanism that opens/closes them (with failsafes), and a basic battery-powered SOAC with ports for peripherals, like receivers for sensors, a bluetooth receiver (maybe with an accompanying app?), a timer, etc.
