I got interested in Icecat browser and I wanted to know how to install that fucker in Windows because I downloaded the icecat 60.7 and the file is tar.bz2.
I know nothing in how to proceed with it.

While that does not have to be the case here, tar.bz2 is a very typical archive format used on unixoid systems. Did you actually download the windows binary or got the Linux binary or source code instead?

If you want a .exe for icecat browser, just check from this github: https://github.com/muslayev/icecat-win64
Just pay attention because there are two versions, one from gnu and one from fedora.
The gnu one goes until 60 while Fedora one is from version 68.
