It's a shame even people on /g/ believe that. Look, those IPs are not in use and the internet protocols are based on mutual trust, so 8kun's hoster, at one point, used those IP addresses for routing. The ADDRESSES. They didn't physically route through DOD machines or anything like that, they basically just (illegimately) assigned those effectively free IPs to their own machines, therefore all packets sent to those addresses would end up being sent to the machines of 8kun's hoster.
