I'm making a new PC for torrenting and watching 1080p anime. Only question is what should I get for the CPU,RAM,and GPU? For CPU the Mobo I picked is an AM4 socket so I can only really use AMD CPU, and I want one that can run 5 apps at once. For RAM how much do I need? I was thinking of 8GB, for GPU I want the cheapest one that can easily support 1920x1080 and 1080p video. Would a GT 710 do the job?

What OS do you want to use on that machine? If you really just watch anime and browse the web with many open tabs, 8 GB should be enough. On Linux. Don't bother with anything <=16GB if you want to run Windows. Probably almost any CPU will do and almost any GPU will do.

More than enough, really. I have a htpc / torrent box running on 4GB and that is plenty, on Linux. The GPU is an old ATI 6950 I had lying around, which is overkill for an htpc but allows me to play DX10-era games (bioshock runs comfortably, as does anything older).
8GB would be more future-proof in case his needs change, but for what he has stated 4GB will do the job just fine.

I'm going to get a 1030GT to let me play pre 2010 games with ease, 8gb should help that.

That's absolute bullshit, with 8 GB RAM win10 idles at less than 2 GB and you'll absolutely not use up 6 GB with anything less than a hundred or so open tabs (also use "native lazy tabs" if you're using a chromium browser, that way you can unload tabs you're not using).
8 GB can be tight if you're playing certain vidya, especially modded minecraft and factorio, but that's not OP's case.
