Use BlackViper's configuration guide, carefully. Then inspect task scheduler for any telemetry-related tasks and disable them all. Then employ a hosts file as a secondary measure (combined privacy block lists is good - check github - and there are others). You can also block some hosts on the router level, but this is only necessary with windows 10. Done and done.

I've copied down a thread from some Windows 7 forum that discussed potential telemetry updates across Windows 7 and 8. I haven't bothered to go over the list or create a script to automatically uninstall them. It should be straightforward since you can uninstall updates from the command line by issuing the following command:
wusa /uninstall /kb:<UPDATE_ID>/quiet /norestart
