An excellent question, and one you would know the answer to if you lurked moar. Like, 6 months minimum. However, I'll try to sum it up for you, since you so politely demanded an answer. See, there is no actual answer - but to help you come to an understanding, here are some tidbits.

The cyberpunk is still relevant. We are the first generation of men to be totally dependent with internet technologies. More information is injected into our brains daily than a medieval peasant gathers in a lifetime.

Our digital lives gather stories, lessons, cultures, ideas, and philosophies, vastly outweighing an analog life. Instead of accidents, we have simulations.

Listen to the conversations of the younger generation. People no longer have finely crafted personalities, but large chunks of collective ideas. Memes, news, and social media replace experiences and thought.

Humans are becoming androids. Manufactured souls made from the ego. Death to reason and life.

The cyberpunk understands technology hasn't made life better, only more convenient. He knows the deepest human need is self actualization, to create from purpose, and to give meaning to meaninglessness.

The cyberpunk will give machines a soul. The evolutionary handshake between android and man will start with him.

At this point I think cyberpunk is becoming more alternate-future mixed with nostalgia. I look at cb2077 and I see the future according to the 80's with some of our tech sprinkled so its not that ridiculous like BTTF2 having fax machines in 2015 or blade runner and payphones in 2019.

There is no such thing as "a cyberpunk" except to normies who don't grasp the idea that cyberpunk is a THEME, not a PERSONA.

You cannot "be a cyberpunk" but you can "be cyberpunk".

As for how one can be cyberpunk, there isn't really an instruction manual for it. You have to have a kind of psychological makeup. A love of computers and technology and a driving desire to understand them. An interest in technological transhumanism. A sense of not fitting into norms, or general sense of being an outcast. Those are all elements of cyberpunk, but not exactly everything to it. You have to have a sense of it in yourself in order to be part of it, I think.

I notice one thing that seperates hacker forums from cyberpunk is the focus on futureism and asthetic. Hacker forums don't spend time discussing clothing (its assumed black hoodies), politics, transhumanism etc.

Cyberpunk is misery due to combination towards technology and the most horrid pulses and desires of mankind. You really do not want a cyberpunk, may post-cyberpunk is what you could be pleased with.

But learn a thing: you won't have a single chance of standing properly inside a cyberpunk world if you do not dominate steampunk before. You want to run before being even able to walk.
