Is this saying that remarriage is only permissible in the event of fornication, or that divorce alone is permissible in the event of fornication and remarriage is always adultery?

It is saying that remarriage is equal to adultery, except in the case of fornication. The case of fornication is a specific of the Law where a man married a wife only to find out she was not a virgin when she said she was. In that case the marriage was null and void, if the man objected and refused to be with the wife. This was obviously to prevent some kinds of fraud on husbands.

With that sole exception, marriage is supposed to be lifelong.
