Why is the Diocese of Cyprus and the Gulf a thing? Like, why the bishop of Cyprus has territorial autority over the countries of the gulf but not over Jerusalem and Syria? Shouldn't it be the opposite?

my best guess is that iraq and kuwait has a lot of chaldean catholics where syria has more assyrian orthodox? i heard that some chaldeans escaped to cyprus ages ago and thats why some aramaic texts can be found there. idk for sure tho
