If the government were to offer bounties to whoever reports the sodomites, and the death sentence for sodomy, I'm sure the greater part of them would've disappeared. The churches could've pressured the governments into doing exactly that, and once the sodomite question was dealt with it wouldn't have cause any more expenses.
