The Dome of the Rock was never the location of the Second Temple. It was built on the foundations of a Cathedral that never got completed, which in turn was over the old Roman Temple inside Fort Antonia. That entire "Temple Mount" complex was Fort Antonia. The tiny thing officially labelled Fort Antonia today couldn't have possibly held a 6,000 soldiers and 4,000 support staff, and the Romans never would've let someone else occupy the high ground. The Second Temple was in the City of David, 200m south of the Al-Asqa mosque, over the Gihon Spring.
The Wailing Wall is actually a wall of the Roman Fort - unless Jesus got it wrong with the whole "not one stone left standing on another" part.
