This. Strict laws and harsh justice deters foreign predators, something that you need to go to a fancy school and get a Phd to not understand. In Russia you go to prison if you disagree with the "great patriotic war" view. That tells me that the government is not based at all. That tells me they do not really care about truth. Stomping on heresy is important - a stomping on lies. But so is allowing people to make their own opinion, not sending them to jail for having one.
