this goes all the way back to Cain being ordered to rule over the Sin which is crouching at his door, then latterly the people of Israel become representative of God's standard through the Law; being marked as a peculiar people, and set apart as a witness to the world around them - provisions being made in the Law for gentiles to become Jews - and we see the great kings of the pagans nations such as Nebuchadnezzar and Cyrus being addressed and remonstrated with by God to change their ways: again, His Holy standard being the rule they must submit to

is it then any wonder that the same God who presents Himself in the Old Testament to all men as demanding their obedience, continues to demand it in the New Testament, especially when we know that both the testimony of the Heavens which declare His glory and the witness of man's conscience are universally understood, leaving no-one with an excuse before the Judgement Seat

Paul certainly understood this, since all of his sermons were drawn from his knowledge of the Tanakh; and we can see him elaborate on this theme in the book sent to the Roman church, where from chapter one he speaks to men deliberately suppressing the truth in unrighteousness and being given over by God to fallen depraved minds which become so foolish as to even practice same sex relationships, this folly of denying God's natural order being a mark of the judgement against them

so OP, what we have here is the consistent message of God to man throughout recorded history: Repent

well first off, we could equally ask the question as 'how can God command all to repent when none are capable of it, by nature of their fallen spiritually dead humanity' couldn't we?

i mean, you understand that's part and parcel of the Reformed position; that man is Totally Depraved and 'dead in his sin', thus he is unable to turn from His sin except that God directly intervene in a life and regenerate or resurrect that dead soul to life, enabling it to both repent and believe, yes?

do you agree with the Biblical description of mankind that we are all by nature and intent, wicked, having no virtues or characteristics that warrant our saving?

if so, there's a follow-up question which might go some way to answering your objections to the Reformed position on God's Sovereignty, but if not; then you'll have to explain what's so great about man that he's entitled to be saved from the Infinite Wrath that God has for unrepentant creations that rebel against Him

Reformed theology clearly teaches as the bible commends to do works and to repent, the stupidity people fall into is that said works and repentance is going to get anyone into the kingdom, which is holy, even when sprinkled with earthly sacraments. There's nothing we can to get there.

Grace is not like a crutch for the disabled or like a loan for a debt that needs to be repaid. Its an inheritance in that either you have it or you do not. Certainly our old ways will be forced to adapt to the holiest culture in existence, but the Spirit, Who comforts His children; will metamorphose us into the imagine of the Son, for the glory of the Father, as promised.

Only God by His mercy allows the disgusting human beings to be free from punishment, which is all of our default position. And into His family. All he asks from us is faith

It's very hard to get to a motivation of God's glory only reading the Bible on its own terms.
