You need to look at the context, as specified by 'it is written'. In the Romans verse, Saint Paul is quoting from Psalm 14 (found in the Old Testament).

There, in Psalm 14 it says, “The fool says in his heart, ‘There is no God. They are

corrupt…there is none that does good.’” But then that same psalm goes on

to talk about the “righteous.” Well, if none has done good, who are these

righteous the psalm is talking about? When the psalmist says

that none has done good, he is talking about the fools who say there is no

God. He is not talking about absolutely everyone.

tl;dr: in Romans he is addressing people that do not acknowledge the divinity of Jesus

Jesus also said that if we were righteous that we could move mountains with our prayer. To date I've never heard of this happening. Probably because there is not one righteous, no not one. But we should try anyways.

No one by their natural power can be righteous. Righteousness comes from God and his grace. By this grace he makes humans his sons and new creation - they make them righteous.

I don't understand what it's trying to say at all. I even asked my Priest about it and he read me what St. Theophylact had to say about it in his commentary. But I still feel lost.

Jesus Himself says "call no man good."

The Old Testament goes to great lengths to explain that man is nothing compared to God. It is the New Testament alone that appears to be Jesus saying "Even the Son of Man who is in Heaven."

Man is only righteous through Christ. That is to say man is not responsible for his salvation, he is indebted to God. So Romans 3:10 acknowledges that without the opportunity of free salvation, man would be unrighteous and utterly hopeless. James 5:16 recognizes that one who has salvation may pray with faith, for all that the prayer entails.
