Dudo mucho que los mantenidos por el gobierno muerdan la mano que les da de comer, es más, en caso de un conflicto en contra del estado la mayoría de delincuentes de este calibre serían usados en contra de la población, teniendo en cuanta lo fácil que son de comprar y manipular en general. Algo parecido sucedió en Hong Kong, parece ser que el gobierno contrató a grupos de delincuentes y mafiosos para que ataquen a la población con palos en medio de las protestas.
