I mean, Pavel was the only one who they needed to be identified as dead. Wasn't leaving Juan to the wreckage brother more of a gamble taken on the assumption that CIA wasn't bluffing? Bane should have prepared to leave 3 extra doubles behind. That way, even if none of them were actually on the flight plan, it wouldn't look as suspicious as having only one wreckage brother, 3 flight listed mercs, and a black box which would have recorded a major scuffle beyond what a mere Juan alone could have caused. Bane should have taken the opportunity to fake his own death as well by leaving a masked double of himself, make it look like the master plan failed, and allowing him to go forward even further under the radar.

Bane and Dr. Pavelheer weren't inside the Plane when it crashed, they were inside of the Plane with Brother as it was falling but escaped via cable suspensions.

Bane did mention that he was a Big Guy for CIA. Infact, if you put a mask on CIA and expected the fires of the wreckage to burn his hair off Bane and CIA could have easily been body doubles or even long lost twins.
