I do empathise with their position. I'm disabled and that disability has resulted in me having very little work experience and because it's physical, low experience, menial, manual labour roles are inaccessible for me.

I've mentioned to them multiple times that the idea that their funding had a direct relation to the job filled KPI's is really unfair for a disability employment agency. Even if some disabled people want employment, some can't get it due to their condition and that looks bad on paper as it's a worse ratio of clients to filled positions. There are some people who come in and it's obvious that they are looking for a free ride - they smell like dope and somehow got a shrink to sign off that they have "depression" or something but there are lots of people with actual problems that would like work to feel like they are achieving something.

The site manager got what I was on about and how just having a job agency does help some peoples self esteem with the prospect of improving their living standards but another case worker didn't get it and they're the types that should be in regular work agencies who'll just sign people up to any position.

Working with disabled people requires a lot of understanding and having a KPI (especially with in a time frame) is unreasonable.

I'd say about half the people that come into the one that I volunteer at want to be there and usually stay longer than the time allotted for the appointment, they provide more than just a place that finds them potential positions. It's a place where they can talk to someone and explain their condition and because it's semi-regular the case workers get to see how their coping and talk it out with them. I can't say how other job providers work as this is the only one I've been to.
