It is like saying a school and hospital main goal should be generating revenue. The benefit these organisations provide may be to improve the health of its citizens, which are able to work better and longer as they age because they can access these services.

They could fund schemes with the money spent on WFTD. A great example could be free certificates and courses, a lot of people ask their JSA for these but are denied unless a specific promotion is running. Having an RSA certificate and some food handling certificates could provide someone with the opportunity to get work in a pub. Getting work is very important to build experience and to get references for future employment. I have read many stories on Google reviews of JSA, Unemployment union and news articles of people complaining about how they have to fight tooth and nail for these courses to be funded. The funding of the courses often do have a deferred debt, but to make them more attractive and gives them qualifications that can be used for employment.

I still haven't heard those magic stories that WFTD empowered a bunch of people just to get a job the next day/week. It may help for some people who are quite isolated, but I have read the story of the NEET on here that it has affected him horribly. He costs the taxpayer more in visiting a clinic and needing PBS medication to get some sense of calm. I doubt that he wants to remain unemployment his whole life, but it isn't always easy getting a job beyond the food service industry. I believe the disadvantages of the program outweighing the positives, which they are trying to change by making it more regulated but it's doing nothing but pushing paper.

Firstly, do people who have had their qualification paid for via government have preferential treatment over other people applying for positions? What happens in the circumstance where a qualification is paid for and the person in unable, for whatever reason (either genuine reasons or lack of effort), to gain employment? Again I think it's a good strategic level idea but I think there's a lot of lower level issues which may arise. I don't claim to have any answers but I think it's a conversation definitely worth having.

I'm not talking about people who are legitimately trying but the minority who abuse the system for their own gain.
