does it? I ride a bmx to the shops every so often. at 12-28k impacts are worse on the cervical spine in a helmet, at about 40k's my brain gets turned to scrambled eggs anyway, if I put on my race helmet that actually protects my jaw, teeth and face in a crash I get pulled over every 20 metres to have the same convo about how I can't ride in a motorcycle helmet and may get booked and have my shit confiscated anyway.
more annoyingly, it's illegal to take the brakes off a bike, but if you build one you don't have to fit them, you can sell that build provided it didn't come packaged with brakes but it's completely illegal to ride it (off private property), but that depends entirely on the determination by the magistrate because nobody knows if fixed gears or bmx footjam stops count.
ebikes are just as fucked: if you get lasered going faster than 40ks you're actually riding an unregistered motorbike, however many pedal powered roadbikes can exceed that perfectly legally, especially in aero tuck going downhill, usually no concessions are made for a downhill on an ebike, and because of the laws surrounding motorbikes you can't register any rigid ebike as a motorcycle because of weight and minimum suspension deflection. you will also need a licence you don't qualify for until you buy a regular motorbike.
finally you will be harassed by the police for riding a bike, because they assume everyone riding one has a licence suspension and unpaid fines. what a joke.
