Ahmed ibn Fadlan, who met Rus merchants (most commonly believed to be ethnically Norse, but some - mostly those with an understandable but nonetheless bias-producing pro-Slav agenda - do claim that they were Slavic people) claimed that they were 'tattooed from "fingernails to neck" with dark blue or dark green "tree patterns" and other "figures"'. Ötzi the iceman, a mummy found in the Alps, is well-tattooed. I have some recollection of seeing other evidence of European (specifically, and most relevantly to /asatru/, Germanic) people not uncommonly getting tattooed but cannot remember the details - I'll try and find something, but the Rus and Ötzi still stand and I'm sure there are some other examples.

The scythians very prominently tattooed themselves, the germanics did as well based on some roman and Arabic sources, and the celts at least had warpaint albeit whether they had tattoos is debatable
