I skimmed 700 posts of 3D maid autism, and the only thing I found which remotely approaches what you're describing is a namefag posting a dozen screenshots, then promptly being ignored. There were a couple more namefags posting stuff, but their combined posts didn't account for more than 10% of the custom maid thread, and it hasn't been active since February.
I suppose it's possible that something related to the 2017 April Fool's hack removed the "user was banned for this post" messages, but I doubt it. Pics or it didn't happen.

There isn't one solely for kemono, sadly. Twitter is awful for searching, but a lot of kemono artists are moving there. Pixiv and gelbooru are more eastern focused and have plenty of kemono content, but some western stuff sneaks in, especially for gelbooru. e621 has a kemono tag, but not all kemono is tagged as such, and sometimes western shit gets tagged as kemono for having a "similar style".
I'm currently stuck browsing between Twitter, pixiv, gelbooru, and occasionally e621. (The latter is the worst for kemono, but if content is on there it has the most comprehensive tags to search by.)

Sort of. They updated their policy earlier in the year, and recently announced that they would be enforcing the new policies more thoroughly. You're still allowed to post NSFW content (and certainly, much kemono artwork is perfectly SFW), and even to have a mostly NSFW account, provided that:

So loli is off the table, but you can still make a living shilling pornography. I don't know if there has been another update since then which would have caused kemono artists to leave the platform.

I finally got around to making an archive of the artist who did >>97669. His name's ZenimaKitchen and he's been drawing for a long time; his website in >>97718 has archives stretching back to 2003. Pics related.
His website was also a pleasant stroll down memory lane, because it's just a plain HTML website with no bullshit or JS or anything. It loads fast, it's easy on the eyes, and I was easily able to download every image he uploaded without resorting to a third-party scraper. There were also a few images that had website-only functionality, in that you'd see one image and clicking on it would bring you to another image that depicted a secondary action or "back half" related to the first image. Websites just don't do that these days; I can't recall the last time I actually had fun exploring a website and not knowing where everything was or how it linked together.
Here's the archive before I start rambling about how much better the internet used to be. Note that this is JUST the website stuff, not his other galleries like Pixiv. I plan to make an archive of those because I love his style, but I think this is the stuff most likely to disappear off the face of the earth.
