That's the thing. If the other members skip the festival, which is quite likely given how they apparently lack the time or interest to care about the club and don't bear President's responsibility, it makes her threat much weaker because Senpai's chance to win is much higher.

Serialization Nagatoro draws most of her sadistic streak from two things: pummeling Senpai's back, and more importantly, enjoying his tears and struggle. The latter made their interaction heated early on because she bombarded him with vicious smug (partly for fun, partly due to her aim to Stockholm syndrome him into liking her), and he'd crumble into a sobbing mess when stared at. When he got some development and stopped crying, her attacks lost much impact. That was inevitable if the plot were to advance anywhere meaningful.
But that leads to the issue I have: the main plotline hasn't moved since about the middle of volume 4. That was also the time when all three friends became mainstays, and Nagatoro's characterization started shifting to notably less composed. The summer festival arc, which was in the beginning of volume 4, culminated with her trying to reverse psychology him into shutting her mouth with his. That's basically the reflection of her goal in the early volumes: compel him to fall for her through subterfuge. But since then, the plot's been in limbo, the narrative's become stretched thin, Nagatoro's lost focus, and her jealousy has become a tiresome running gag (one of the mangakas even made fun of that).

The ad for the first volume hinted that Nagatoro was now softer than in the doujins (pic). Whether it's Nanashi himself or Kodansha's editors bullying him, the decision to make her milder has been there since the beginning. However, the start of volume 4 was when I noticed that Kodansha began boasting about volume sales numbers, and the plot halt I mentioned above came very shortly after. Can't help but think that the two are connected, and the sudden popularity lead to commencing the milking, and the influx of secondary characters is there to keep the story going without advancing the plot. The art was also better in the earlier chapters.
