Not correct. It can still be doxing when the information is publicly available.
It's an obnoxious huge gray area sort of thing where it depends on how difficult the information is to dig up.
Obviously if she puts out her phone number on her fetish account or whatever, it wouldn't make sense to accuse someone saying "here is fetish account's phone number" of doxing.
If they tracked down that information by digging through public information like tax documents, court records (for minor stuff, not huge cases of public interest), etc., it's pretty clearly doxing.
And then it gets weird when the difficulty of digging up new information is made trivial because of previous doxing making all sorts of stuff readily available to the public. It's unclear what counts at that point.
