Some kids brands like Justice make swimsuits in sizes that will fit a decent array of smaller adults. A tankini obviously gives more height options than a one piece but even those will fit up to 5'4" and 36-29-28 in just the regular sizes, let alone the plus sizes because kids are fat these days.

Its basically the same like in this picture, with similar patterns but obviosly made of swimsuit-material and a reeeeally comfy inner lining and a mini-ruffle-skirt!
Did cost me 350.-
but worth every penny!

Hanna Anderson sells the most childish swimsuits you'll find in bigger sizes. They actually have tons of childish clothes in larger sizes.
Basically every single one of their clothing items goes up to 14/16, even ones that look like their for five year olds.
A 14/16 swimsuit says it fits up to 5'6 and 110 pounds, so quite a few petite or even average sized women could fit.
