i think the somewhat generic SoL style sort of added to the heaviness of the setting. We are shown a group of what are essentially child soldiers who are some of the very last remnants of human civilization trying to cling to life on a largely dead and uninhabitable planet. The fact that they can still go about their lives and have good days and bad days, and make friends, etc sort of adds to the unease because of how fucked everything seems to be in the background. I guess that sort of "break" in how the characters act contrasted with the state of the world makes it all seem a bit more real. At least to me. They all know shit is fucked, but at least they're trying to live a normal life in spite of everything.

I watched the first episode a few years ago and it left me with a deep feeling of disgust and revulsion. The MC was a complete "moe-ified" idiot and having to spend 20 something minutes with that MC was too much for me. However, I often see other anons praising the show. Aviation is very difficult and dangerous to attempt without good communications equipment. Radio is basically mandatory if you want to do any flying beyond visual range. Plus there's no real way to practice, or anyone to teach people to fly. It'd be like starting over from scratch. With limited equipment and very limited resources to be fixing, refueling, and building better planes as more pilots are trained.
And all for what, really. Most of the world is dead and uninhabitable. Being able to fly there wouldn't change anything really.
Even radios are difficult to make. Making the components take very specialized metals and processes which are basically lost to time now. There's just far more important shit to do like growing food and making sure an army doesn't sneak up and take all your shit.
All the tech they do have is basically shit that was leftover from an earlier time. They know enough to use it and keep it working, but don't have the capacity to make more of it.

I'm fairly certain there weren't that many Panthers left over when the cataclysm happened, they also need spare parts and fuel so there has to be some sort of industrial production somewhere for the setting to be as civilized as it is.
And even if they can't rig together basic radios they seemingly have most of the information needed to build simple spotter biplanes powered by small internal combustion engines but they somehow don't even seem to know much about hot air balloons.
Is all of this because the Nipponese air forces of WW2 had shit tier radios and put on a shamefur dispray towards the end of the war?

For all we know, only the Helvetians have tanks as advanced as the takemicaduchi, and only one is shown. In comparison, the rest are much more primitive. It's like having a modern MBT and fighting against a bunch of WWII vintage shit. using legs instead of treads might just have been how that world developed tanks, so it's possible they're all leftovers from the old world.
As far as fuel goes, that is a good question. They can't just be reusing old fuel from before shit hit the fan, because gas does go bad over time. Perhaps they developed a new sort of fuel to use, or maybe each nation in this new world has some sort of way to obtain petroleum. Using planes would require fuel as well, and like you said, for some reason they use bugles/trumpets to signal things as opposed to radios. Using an aircraft as a spotter would be somewhat pointless if it couldn't radio in positions. Plus, since they have much more advanced arms, it would probably be shot down quickly. Blimps/hot air balloons are way more practical because they need way less fuel and allow a stable platform for mapping and observing the terrain. They'd be useless in combat but perfect for searching for new habitable areas.
In the end though, I think focusing on the military aspect and the fighting isn't really the point of the show. It's supposed to be talking about life after all the fighting and conflict which fucked the entire world, not new conflicts that threaten it more.
