Dá pra acessar sim, estamos falando do 55 mesmo. Quanto ao tor, você deve usá-lo para garantir seu real anonimato, visto que nenhum chan que use vichan e bloqueie tor pode ser anônimo. A engine vichan é feita para registrar o IP dos usuários, acredito que até o lynxchan faça isso. A única que aparentemente não faz é o NPFchan (eles salvam apenas uma hash do IP, que de certa forma ainda pode ser usada pra te identificar), mas não vi o código fonte então não posso afirmar com certeza. O IP, além de te identificar entre posts não-relacionados, pode ser usado para obter sua localização aproximada, então tome cuidado.
