Do you think the development departments chose the name "MEDUSA" and then later spent a couple of hours trying to find a name that fitted the acronym? I wonder how many projects were scrapped because their acronyms just weren't cool enough.

A depressing question:
Is there anything at all a human being (especially a common civilian) can do to protect themselves from such brainwave-manipulating devices?

There's a reason EMF shielding apparel exists: Microwave attacks are increasingly common.

For DIY or more heavy shielding you can buy metal screen for building/repairing window screens at a hardware store, then install it into a baseball cap and/or a thick coat/jacket. Ground them by running a wire from the hat to the jacket and from the jacket down a pant leg to a shoe that gives contact to the ground. Carry water so you can create a small puddle to stand in and increase grounding.

The focused beam devices I've seen don't yet have automated tracking and require manual positioning so moving about is key. There are x-ray and radio imaging systems that can see through walls and pinpoint individuals inside.

Marrying this to the beam weapon for automated tracking is likely in development or costly enough that it's deployed only for certain higher profile targets. Manual round the clock targeted attack is also costly and more rare.

If targeted, simply accept the police state has run amok. Remember, it's not expensive elite operatives, but folks like DHS lackeys which will be carrying out the attack. Long term psychological warfare can afford to "miss" you sometimes or most times. Only sporadic assaults are required to cause near constant paranoia. EM beams assault will be only part of the attack on your sanity. Rumors about you will be spread among your neighbors, work, and social groups. If they had wanted to assassinate you, they would have done so rather than deploy "anti-extremist" non-lethal EM weaponry. Beyond experimentation, the goal is indirect murder: To cause you to commit suicide or lash out violently and be jailed or institutionalized for life; So, instead just have fun fucking with them back.

EMF attack can escalate to include many powerful wider angle devices, especially if you become isolated while walking/driving. Swarms of vehicles are not uncommon. In a large swarm some will be for surveillance, some will just be ignorant of the EM attack.

Another good defense is ABR: Always be recording. Do not dedicate all of your time to thwarting the attackers (or else you'll wind up destitute), but set aside some time to collect evidence of their campaign (video of the same vehicles circling, locating sources of EM interference which is often "ordinary" neighbors' homes).

A poor-man's EM weapons detector is a simple (portable) AM radio tuned to the static between channels. Place it near an appliance and you'll hear its pattern of EM disturbance; The white noise is disrupted. When the radio is in the path of EM weaponry a similar effect will occur. You don't have to use three signal strength samples to triangulate with; You can walk a grid and plot the locations of EM disturbance on a map (or via GPS). Connect the dots to discover the source direction. For sustained attacks (usually at night, left aimed at a single point while the attacker sleeps), continue sweeping back and forth in the direction of the source until you're behind it. The beam weaponry emits some of its signal behind it, but it will be much weaker than the next nearest sample, so the fall-off should be noticeable. Congratulations, you've discovered (and hopefully recorded evidence of) their location. This becomes more difficult when two or more devices are used to attack. Sweeps and samples are best taken covertly as they'll temporarily end the attack if they know you're recording them. Deviate from your "established" schedule to take your samples.

When spreading the signal that there are people using an illegal EMF devices on you don't make "outlandish" claims about "mind control rays"; Provide a simple narrative they can easily believe: Your neighbor is pissed off for some reason and getting petty revenge via RF jammer. Keep the more damning evidence to yourself as a bargaining chip. The point is to make it embarrassing and inconvenient for the attackers. Think of what would make their bosses mad (exposure, sloppiness, picking a bad target, etc) and get them in trouble with superiors.

Beware of neighborhood watch groups. Rumors will likely be spread to discredit you amongst your neighbors whether you act crazy or not. Avoid talking to psychiatrists and therapists about your EM attack, once labeled paranoid / schizophrenic you're screwed.
