Did you specifically think of it going out? I've had that happen to me with street lights going out, and home lights flickering or glowing stronger or dimmer, but never because I thought about lights per se. Generally when it happens (and coincides with myself) I am thinking about some "paranormal" stuff like demons and maybe telepathy or dream visions etc. When they do flicker at the mention of these topics (when mentioned in thought to myself) and it does happen quite fucking often I just take it as an encouraging yes. I guess for me it's a form of divination but I haven't taken the time to really learn to control it.

Sure. Might take a while but I'll try to keep it short. From personal experience I have become convinced of the validity and existence of the so-called "collective subconscious". That is, the idea that everyone's consciousness is basically linked at all times. The jist of most forms of occultism and esotericism is basically to learn to reprogram your own conscious and subconscious experience-patterns for whatever purpose you have in mind. So-called magic is the practice of programming the "objective" outside reality to your liking. To do things like chaos magick, sigils, evocation, etc with greater effect, you need to cut out the bullshit and rearrange your own mind for efficiency. Best achieved through meditation, it can also be done through a drug trip or an intense (maybe traumatic) experience. I practice a number of meditative techniques and I found that, while attuning yourself to your own true nature, you also attune yourself to the outside world. In doing so you open yourself up to some weird experiences. Coincidences, foreshadowing, incredible luck, all that stuff in one form or another.
When deep enough in trance, one reaches a point where the eyes see a sort of "rain sheet", like tv static. The brain is then in theta brainwave-length, which is the wavelength of REM sleep, meaning it's the wavelength of dreams. For schizophrenics and other seriously mentally ill people, it's easier to achieve and maintain, but it's harder to get out of so beware. It is in this state that the mind is much more capable of performing things that defy the conscious ego's definition of "normal". Eventually you get accustomed to that state and can even lose the "rainsheet" while still retaining the effects of lucidity. It is in that state of mind, that mode of thinking, of existing within my own self, that stuff like lights flickering happens on a regular and by now for me undeniable basis to me.
If you read this far, kudos. The average normie shuts off at the latest when hearing "magic". Magic is really just little understood technology. And that's exactly what our minds are. Incredibly little understood. Akin to magic.
But you see, dear anon. It's not just that I believe to be influencing lightbulbs through mere thought. Nay, these synchronicities also come to me in the form of birds cawing, neighbours moving furniture at 3am, cars honking, coincidences in the news or in the lives of my friends. Lightbulbs flickering, candles dancing wildly in a closed room, my laptop turning itself on in the middle of the night even though the only way is to physically push a button (and push it hard because my laptop is a bit old), is all in my opinion basically the result of "higher forces". Higher forces mind you that I myself invited into my life. Higher forces mind you, that I myself am part of in many respects.
tl;dr: clocks within clocks within clocks, accounting for both free will and determinism perfectly; learn to synchronize your internal clocks with external ones via observation, analysis, contemplation and adaptation and you'll experience stuff straight out of your favourite novel.
