Years ago I read that in the USA there are communities of Hasidic Jews, basically ultra-orthodox Jews, that buy entire towns and are extremely hostile towards any 'intruders', even going as far as harrassing drivers that enter their territory. Sorry, this is the only explanation I can think of. I could be wrong. I wish there was a reverse video search engine.

They are not exactly dressed like ultra-orthodox Jews. To my America eyes it appears to be more English fashion. The umbrella, the briefcase, the cut of the suits. But I could be wrong.

I know. I couldn't even find one picture of Hasidic Jews dressed like that, which is why I'm not sure that's the right answer. But other than that, I have no idea what they could be.
