Yes. This is a feature of Microsoft, and everyone else's, products. They sell access to whomever.

It's also a feature of cellular phone hardware. The modems have read/write access so nobody actually needs to unlock anything if they can communicate with the cellular modem.

So the biggest revelations so far have been:

- The CIA can hack cars and trucks to assassinate people without leaving traces

- They can use programs originally made by foreign States to make it look like Russia/China/etc hacked something

They were given them as well as all the info they've released so far.

They said if everyone agrees that the CIA are overstepping their job descriptions, they'll release the tools properly so tech companies can patch it all.
