Looks like a sloppy form of Chinese, the type of stuff you see scribbled on walls from electricians and construction workers. Then given the photos and where you found, leads me further to believe this.

I can't say what the object is though since that is surely no paper lantern. Maybe it's a good luck charm for the house.
