I read the linked article. this article is awesome, but it makes no mention of any theory about human evolution.
Also, I should point out that the freshest known Neanderthal bones are about 1000 years older than the oldest known Cro-Magnon bones ever found in Europe. It's entirely possible if not likely that these two species never laid eyes on each other.
Sidenote: Neanderthals were straight up bad ass. They had more muscle mass, more bone mass, and larger brains, even compared to modern humans.

I agree with the other Anon that the species originated in Africa. Although this isn't a theory of human origin, I do accept that there is bitching archaeology to be found underwater. If any cities did exist during the last Ice Age, they would be located on the temperate coasts, which are areas which today are under the waves due to ocean rises over the last ten thousand years.
