I'll get right to it, I have sufficient latency, 21ms, my friend on the other hand has around 170-250ms which is fuckawful dsl trash. This is due to his state and location being kiked because people aren't as technically literate, it's a shame.
I need something that doesn't suffer from latency to the point of completely ruining the experience, so for now I have these.
Mario Party, Any multiplayer RPG's, those jack online party games, retro shit 5th gen and below, and potentially things that don't require as intensive input most of the time.

Mindustry (Hybrid between Factorio and a tower defense game, has both a co-op and PVP mode. You'll be at a disadvantage if you play with bad latency in PVP but in co-op it shouldn't matter)
Frozen Synapse (turn based tactics, give commands and then watch them play out)
Tabletop Simulator (it's literally a board game simulator, and most of the best known games on the market have a free Steam Workshop version. I suggest good old Dominion and Elements, though if you want something more 8chan/kun flavored, try Barbarossa)
A Druid's Duel (this isn't a board game but it plays like one. Capture and control territory, and use shapeshifting druids to fight other druids. There's only one resource, mana, so spending it wisely is paramount)

Card game sims like YGOpro or Xmage (for Magic the Gathering) are some of your safest bets since they are turn based. I also like those two in particular because they enforce the rules, which is helpful if players want to use cards with complex effects. You could even do something like both join 4 player commander games on Xmage, or Tag Duels on YGOpro, so you could also play somewhat cooperatively.
/v/scape (private server for 2007 runescape) I can pretty much guarantee will work. Might be fun to go on some quests together, especially if one or both of you has never played the game before. Also account creation is as simple as just choosing a name and password and using them login. As long as someone else hasn't picked that name yet your account will be created instantly.
Similarly World of Warcraft private servers probably run well as long as your latency doesn't go past 300ms, but downloading a client might be a pain if you are in a hurry to play something as even the vanilla game is 5+ GB.
I also would suggest trying older RTS games like Age of Empires 2 since they were made for somewhat shitty internet to begin with.

Have you tried Dokapon Kingdom? It's a combination between Dragon Quest and Monopoly. It's the most evil game that will make everyone hate each other by the time you're finished playing as the game is designed around screwing everyone else over to get on top. It's a pretty well made board game too. The campaign for these games can range from 5-20 hours depending if you play Story Mode or a set amount of turns. The things you can do in this game are just stupid.

>Use this on lv 1 enemies
>Get so much gold you immediately outclass everyone playing the game normally

There's lots of bullshit like that. Once you understand how the game works you can truly make your friends suffer.

all the Descent games had the ability to limit the packets per second, as well has having good dead reckoning, as long as the packet loss isn't too bad, you won't have much rubber-banding. RTS would be a great choice as well. But really, anything from the Dial-up era would work great on crummy DSL/Satellite connections.

Talking about card sims. Android:Netrunner works great on jinteki.net/. The community is a bit left leaning but the game is, in my opinion, the best card game that exists. Asymmetric, thematic, mechanics fit with theme, packs with random cards don't exist and whole boxes are/were released in one go, the official company stopped producing more and a community project took over that creates cards that can be printed off and used officially.

What's also fun is if you get a group of people that all tries to kill a Darkling to take the crown. Where multiple people disable his moves and make specific builds to take him down. Despite being a God of War, 2-3 people who are prepped can kill him. Whoever takes the crown from the Darkling becomes the new God that will rule the game.

I've dealt with shitty netcode on bad connections for the good part of my life because internet providers are cheap fuckers who'd rather tie their customers in loops with HR than spend money to actually make money in the long run.
I've also heard from someone (can't remember where) but when it comes to latency mitigation, the best netcode in existence is by people who code the network for electronic stock exchange platforms. How do they do that shit that's so much better than vidya netcode?

Who here remembers playing QTF on dialup with a 400 ms ping? There was no better feeling than being a literally useless HPB pyro and stealing a suit from someone on rock2. But to actually answer the question, 4X games or really anything turn-based should be fine with high latency. There're plenty of older ones around, even really old stuff like MOO2.
