Because every year GPUs get faster, whereas innovations in gameplay seem to come completely by accident. Big devs know that putting all your cash in trying to truly innovate is insanely risky, whereas going for tried formulas and then gushing about ray tracing is a much safer bet. If you're not an autist like us who has followed videogames intently for a while it's easy to convince people that incredibly marginal gains in graphic fidelity are HUGE advancements.
There is certainly still much more room to go in VR however, but most of the low-hanging fruit has been picked.

Black Ops III was more visually impressive than IIII (jesus christ, treyarch) in nearly every way. Both struggle to compete with the tight texture-work and lighting of Modern Warfare 2. Modern Warfare 2 is to date the prettiest COD game, because Activision fired all the old Infinity Ward hold-overs before 3, thus robbing them of what little talent they had left. Perhaps the only advantage to the newer games is superior human models, which is because they're essentially "scanned in" using more recent advances in motion-capture.
You can see similar trends across many franchises. Uncharted 2 has more detailed textures, shaders, and geometry, Uncharted 4 has prettier player models and bright colors to mask how lazy they got. I will give them credit for introducing vaguely physics based particle effects, but that's not the be-all and end-all.
Battlefield 4 looks like absolute dogshit compared to Battlefield 3, even the character models. Programming for the new gen consoles, it turns out, is so strenuous you have to sacrifice thousands of man-hours to optimize satisfactorily, time you don't have if you're doing a game every few years. It took them 3 games (4, 1, to 5) before they put out anything that even competed, visually speaking. The graphical improvements are minimal, at best. The flop of 4 and relative weakness of 1 were obviously due to difficulty implementing destructible environments and complex, physics-based particle effects. That's a pretty good explanation for where all the extra hardware power is going, but just like Uncharted, it isn't enough of an excuse.
The one company I can think of that consistently releases game worlds with more interactivity and better graphics is Rockstar. They aren't representative of "most AAA" though, since they have essentially endless money and poached all of the best PC developers a decade ago now.
Ultimately, if you scrambled one of any of the other long-enduring AAA franchises, gave someone a bunch of panning demo reels of just models and textures from its games, and then told them to sort the games by their release date if they want to live? That dude's dead, man.

About no traditional system recognizes or is designed against sociopathy, psychopathy, or people who pursue destructive or self-serving goals at the expense of others, in the most underhanded but legally permitted ways, with varying degrees of intelligence. I came to the realization years ago that GRAFFIX are not important. I'd much rather games focus on physics, AI, level design, mechanics, quantity of enemies etc. Most PC gamers don't have the top of the line machines so trying to create gorgeous looking games for the minuscule of players that do is a money sink.
