You're correct if you're talking about Metal Gear or Metal Gear 2, but for every game from Metal Gear Solid and beyond (with the exception of Ground Zeros) that's false.
The highest cutscene-to-gameplay ratio of any MGS game is MGS4, with a ratio of around 2:3.
If we apply ratio that to even the shortest mainline MGS game, the 11 and a half hour PS1 original, that still comes out at around 7 hours of gameplay.

Recently had a nice experience with Bloodstained: Curse of the Moon on that philosophy, solid 90 minutes even on a first playthrough. DMC1's another ~2 hour game I'm happy to run through every few months.

Solid arithmetic, but howlongtobeat.com isn't necessarily always reliable. If you've played MGS1 more than once, you'd know it's maybe a three hour game at best.

Dragon Quest I is fairly short, but probably more than 4 hours your first time.
Chrono Trigger can be short if you want it to be, and not much longer if you do everything.
Parasite Eve is also very short, since it's paced like a survival horror despite being a JRPG.
Octopath Traveler is long, but each of the 8 paths are separate and short stories, though it's balanced for you to play them all at the same time.
I've heard the Xenoblade 2 standalone expansion is short and sweet, but have yet to play it.

The game has no filler, it's basically just a boss rush. There's no inventory, no minor enemies, no sidequests, no exploration, just a series of difficult boss fights. So even if you're shitty at the game, with some perseverance you'd probably beat it in 4-6 hours, tops. But if you're good and rarely die, or not at all, then you can beat it under 1.5 hours.

It's nine bosses(excluding The Beat and the two DLC bosses that are accessible from a separate menu and including The Star) and no boss is over 10 minutes. The four big filler moments are the walking parts(fixed with Practice or Speedrun mode after the first playthrough), The Beat(super easy "platforming" and is pretty much a big muh story fight), the stage where you meet the architect and the ending credits needing to play out before you get to The Star

Furi has ten bosses. The Flame is part of the main game and you fight him after The Beat (see cutscene). Microsoft demanded exclusive content so they cut him from the PC and PS4 versions to give the illusion of extra content. R/B KIND OF fits if you just focus on beating up the gym leaders. But if you care about any of the content - like, you know, fucking catching 'em all - then you're out of luck. And no other Pokemon games even come close to 4H for a regular playthrough.
Now that I think about it, you might try some fighting games like Virtua Fighter. Since "winning the game" there means just beating every character in a row (at least that's how the old fighting vidya did it, dunno about now). Otherwise, some NES games probably fit (Chip & Dale Rescue Rangers for example).

Into the Breach, a playthrough takes between one and three hours depending on how much you want to do. You control 3 mechs, each battle lasts just 4 turns, you fight 5-6 battles per island, and you only need to liberate 2 islands before heading to the final battle. When you beat a campaign your pilots jump back to their timelines except for one you choose, who will stay with you for the next campaign with all his exp. As you save timelines you unlock new mechs to play with that drastically change your tactics. I can't recommend it enough, it's one of the best strategy games ever made.

Kamiya does like to put a "sam" in his games though, there's one in bayonetta, MGR, vanquish, anarchy reigns and W101, the only games where he didn't shove him in were madworld (one of their earliest games, iirc the first), infinite space (because it was a RTS and not an action game, at least it features a girl that goes batshit if you court her when she's a loli) and near a tomato (they only helped with the combat system), the licensed games don't count.
