1)Deletions ought to only occur for mass spam or illegal content. Derail attempts will fail if thread discourse is healthy. If a thread is dead and derails, it will soon fall away anyway. See examples of dad poster for dead discourse and failed derail of nog posters.
2) If you want to ban someone, do it, but make it public. If someone is sperging out, they will become a laughing stock. If others feel the ban is undeserved, you will hear it and become a better moderator.
3) Newfaggorty as said multiple times is a problem, and spoonfeeding even more so. This contention is more of my opinions and I think such activity is ban deserving as I said above, for a laughable example.
