Bethesda's fuckups aside, full voice acting is a fucking stupid idea that should never have caught on. It severely limits the amount and variety of content and dialogue options because no one can record a million different variations and it gobbles up memory like crazy. It is also more mod friendly because modders can't compete with a audio recording studio setup.

I liked the way Morrowind did it: the first sentence is voiced to give you an idea what the character sounds like, and the rest is just text.

The original PS3 Hyper Dimension Neptunia English dub had a few instances of stuff like this happening, specifically when silhouette NPCs were talking.

Or sometimes the voice file that should play was accidentally swapped out with a random one from another part of the games. Such as a part where one of the Leanbox Nobles is talking about something has the voice line of a young boy saying around the area of "Just leave me alone!" instead of the actual dialogue.

How the fuck did Neptunia even take off with such a terrible first entry?

Honestly some of those conversations seem more natural than the "good" ones, people occasionally do lose their train of thought or repeat themselves to try and use a better tone of voice.

Developer should put this kind of dialogue on purpose in their RPG games, having people that stutter, that talk while absent minded then refocus and repeat what they are saying, old men that just rant about the same thing over again… feels like a normal human being would act.

A hundred times better than "Hello there fellow traveler, let me just wait for your answer now!".

Granted, Bethesda has no quality control so it comes naturally that their mistakes end up being better than their professional work, a broken clock being right twice a day and all.

Agreed, only major characters should have voice acting. But I still don't like how Morrowind handled dialogue, voice acting is a large and budget-consuming part of a game that shouldn't be used for every dialogue, but there should be no excuse for not writing unique dialogue for most characters.

If anything the problem was not having enough minor characters to justify the system of distributed regional/factional/conditional and etc. answers. It works great in Daggerfall, but Morrowind's smaller scale and generally hand placed design makes it work less well. There are a lot of instances of unnecessary unique dialogue that go unimplemented due to Bethesda fucking up dialogue conditions constantly though, or just dialogue you're very unlikely to ever actually encounter on characters - often under generic topics you can find unique responses on NPCs that make no real sense for it.
