Honestly some of those conversations seem more natural than the "good" ones, people occasionally do lose their train of thought or repeat themselves to try and use a better tone of voice.
Developer should put this kind of dialogue on purpose in their RPG games, having people that stutter, that talk while absent minded then refocus and repeat what they are saying, old men that just rant about the same thing over again… feels like a normal human being would act.
A hundred times better than "Hello there fellow traveler, let me just wait for your answer now!".
Granted, Bethesda has no quality control so it comes naturally that their mistakes end up being better than their professional work, a broken clock being right twice a day and all.
