SRW would be no different in gameplay if you made a fuckin fantasy version with humans and magick instead of robots. Armored Core and Mechwarrior are unique experiences, incomparable to other shooters or tank driving games or what have you.

The man with a jetpack would also have to have four folding weapons with recoil that knocks them about, would also require omnidirectional rollerskates, have to take no fall damage, and have fully customizable jetpack from generator to every directional booster, as well as a customizable radar and FCS. The wheelchair cripple would have to break their spine to twist like a battlemech, install jump jets and be able to go offroading - Also customizable wheelchair niggers of many varying heights and builds. It still wouldn't have the stomping, cockpit effects, heat management, weapon customization etc -

These games are about CONTROLLING a MECH, not just playing an x-genre game with a robotic skin. Metal gear rising for example is NOT great as a mecha game, despite a cyborg being the main character, because he is just robot dante - like you said, in that instance there's no difference. Gundam musou is another - it's just dynasty warriors with gundam units. It's fine as a musou game, but as a mech game it doesn't qualify.
