I got the plant condition to -753º, that means it's cold enough to cool the plant down and prevent a meltdown. The city is fine and full of energy, everything is fine except whatever was near the emergency vent.

First one was pretty easy, remember you control 2 sets of rods, manual and automatic.
Just pull the manual ones completely out and set the automatic ones to "target 3500"
The 2nd part is more hard, the only way I could increase power was turning off cooling almost completely and waiting for the heat and steam to increase reactivity, but in all of my attemps the reaction proved to be too volatile to control.
