Because they still need a bad guy and the people creating this shit cannot write a competent story to save their lives. They think that trowing the same antagonist into the story, over and over, will work despite the fact that this antagonist constantly loses. And, for some fucked up reason, these people consider their story to be something above that of a children's cartoon, despite that fact that even THOSE shows do have the antagonists at least starting to be scrapping by on less and less resources as the war rages on.
