The issue is never "good enough", its more "how long with this hold up" 2 or 3 or more years down the line.
For example, alot of Ivy-bridge (3770,3750) users had to upgrade in 1-2 years time due to heat-spreader issues (that or they had to delid and replace the shitty glue) or face thermal throttling in more demanding games. Sandy bridge on the other hand (2500, 2700) have had fewer reported issues in the past 6-7 years since.

Frequency = cycle per seconds
Increasing frequency does have a effect on IPC but it's usually a decrease once you push clocks too far, and also usually trying to increase the IPC of an arch without killing the frequency is really hard and the only reason Zen does so is because the shitty GloFo process was made for 3Ghz mobile devices in mind whereas the new 7nm one is made for high performance first and foremost and although past the point of optimal efficiency is supposed to be able to handle 5ghz, you'll have to wait for someone to leak OCed bench or for the actual reviews to come out to get a proper idea of the capabilites of the new process but going by what the Radeon VII did vs VEGA 56/64 you can be cautiously optimistic

From my experience with NF4 SLI chipsets which ran pretty hot at the time (50-80°C range), I don't remember how much they pulled but they were often actively cooled by some horrible 4cm fan active cooling was barely enough if you did have a fully loaded computer with 2 GPU and RAID on and a slight HT overclock, latter Nforce chipset had massive heatsinks like pic related instead which weren't super practical so yeah I'd assume it's easier to have a fairly flat chipset with a fan, although the chipset supposedly only heats up when you do RAID with M2 SSDs
