Pretty much, but Oculus discontinued it on their site and replaced it with the Rift S. You can still buy them for their retail price on ebay, but it would probably be best to wait for the S. Windows is also coming out with a comparable standalone headset and I've heard good things about the Samsung Odyssey. Oculus PC headsets require Windows 10, but there are user made drivers that make them work or lower Windows OS.

After a month of pretty light vr usage I don't get even the slightest hint of it after several hours in vr at a time. You can get full body tracking with an Xbox 360 Kinect for $10-$20. You can usually find them at Goodwill for cheaper if you've got a couple of those around where you live. This video is a year out of date but the developers of the Kenect4VR drivers made an update about a month ago.

I don't think it's too expensive. If you want to pay the absolute minimum to get into VR you can buy a used PS4 for close to $200 and PSVR costs $200. You can play a whole lot of things in VR in various ways, and each method has its up and downsides. The one basic program you need is Virtual Desktop, which just translates your desktop into VR, and allows you to easily watch anime and VR porn. Some anime work surprisingly well with VR despite obviously being in 2D.
With VD you can also play many games through VR, in 2D, the advantage of this is mostly just in reducing eye strain. Then there exist various plugins that you can fuck around with and turn many regular 2D games into split-screen 3D.
Then lastly you have games that actually support VR, you can pirate a decent number of them and they're usually fairly easy to run.
