Seeing as how that's pretty much what PvE game against the devteam's prescripted AI proxies is, or for that matter an SP RPG campaign like Ultima or Witcher. No, the real problem in trying to replicate that with other players as the opposing side, allies, contacts, etc., is scheduling. How can you ensure that when somebody contests an objective at whatever hour, it's a fair fight with the other side all there? Contrariwise, how can you keep the poopsockers from being everywhere at once?
I think quests/dungeons, or something like them, could hold the key for funneling player interaction in a practical way, without everyone necessarily being too aware of who is responsible, how, or when. For example, in order to actually get an army through to conquer another faction's region, smaller quests have to be done to chip away at supply lines, tip support of NPCs, seed enemy flanks with monsters, and infiltrate to gain intel. Then for the defending faction, counter-quests would be available, with both factions' questing and construction of rival infrastructure essentially creating the game world and campaign as a natural byproduct of play.
The role of the actual devteam's material would be to provide something to both disincentivize blobbing/peacemaking, and incentivize aggressively constructive play. Maybe some sort of deep cosmic mystery for players to explore that yields special resources useful in combat and construction as they progress and gain understanding, like C&C's Tiberium/Scrin, NGE's angels/instrumentality, or Berserk's Apostles.
