I honestly don't know what to feel. On one hand I loved the idea of City of Heroes, never got to play it but I heard a lot of people really enjoyed it so its nice to see someone could keep a private version of it running on the down low for a game so many thought was dead for years by a single person who genuinely seemed to care for the material. On the other hand I dislike the fart snorting community this seemed to enable, where it was less about people having fun and more about people having access to this super secret place and of course skimming money through Kickstarter is always a scum move. This method has issues for larger files, as you might draw attention if you're spending a hour or two outside some store. For that, maybe you could plant the laptop somewhere and come back for it, or plant a small comp like a rasberry pi or even a burner phone.
There are some issues even with this, parking lots may have cameras or nearby stores may have one pointed in the direction of the parking lot. If you could find a house/apartment with unprotected internet it may work out better, less chance of cameras though you may draw more suspicion depending how well everyone knows each other in the area.
Depending on what you're wanting to release, some of this could be overkill or not enough. If you release a video of some high power politician fucking a kid or something he has a lot of resources at his disposal to get back at you. If you're releasing the dox of some homeless guy. you'd probbably be fine ignore most of this.

Hosting on a SSD, High CPU Priority, and 12GBs of RAM is lets say $90 rounding up a bit. 1 GB is enough for 10 people, ignoring that the world and NPCs are all included in that initial GB it means every other GB can add 10 easily.
