So I was looking for a list of games that doesn't have big budget and the documentation of budget in video games that are not AAA garbage is abysmal. So I'm looking for games that doesn't have a lot of budget in comparison but that still manage to be great. Bonus point if the team was small or even only one person.

Only thing I can think of right now is Cave Story, being done as a fucking hobby, and Legend of Grimmrock.

Cave Story is most likely the lowest budget you can get. Dude made his own assets, wrote his own music and story, programmed his own physics + rendering + sound engine. Literally $0 spent unless you factor in the cost of electricity / his computer, and that's much more meticulous than budget calculations for other games.

There are many, many freeware projects done on even less time and labor than Cave Story. shmup-dev.com used to have a competition where people would try to figure out the best game they could make in a single game.

Iji is a freeware game that became a cult hit. I don't think Remar spent that much on it.

For anyone unaware, he actually updated the game in 2017 with a bunch of changes like passive weapons.

Dwarf Fortress (sadly pozzed now, you can play older versions pretty much forever).

Early Minecraft (now a property of (((jewsoft))); the rendering engine was written by notch in 24 hours for example; pre purchase versions have mods, specially 1.7.10, and low budget versions [classic, survival test, indev, infdev alpha and early beta although he did temporarily hire a guy to do 3d things in infdev days, he was fired soon after, mojang was only stablished in ~2010] are great for nostalgia).

Nethack (apparently slowly beginning to be pozzed now since the devteam was seemingly replaced over the 10 year update pause and they are making changes that are different from the rest of the game and its detail).

I don't know what the budget was for it, but if you want an example of making more out of less, check out Return of the Obra Dinn. Every element is designed with strict limitations, but the game is designed to work with those limitations and have them serve the game rather than hinder it.

I would say that Vagrant Story was on a low budget considering how many resources have to be recycled in terms of stages, attack animations based on weapons.

Locomalito has made a lot of arcade-like games and some of them are quite good. Viriax is probably his shortest work but also one of his most replayable games.

Linley Henzell is another big figure in the freeware scene, he's made a ton of stuff. Excellent Bifurcation is one of his better projects done for one of shmup-dev's week-long game development competitions.

Buster also made a few really cool freeware shooters right around the time Cave Story was released and then the whole internet forgot about him. Vacant Ark and Iwanaga are both way better games than Cave Story.

Jeff Vogel was the original one-man wonder of the shareware scene. The Exile series of RPGs are massive games built on improving aspects of the Ultima games.

Kenta Cho's games are a good contender for this thread. He's made a lot of interesting shmups with abstract graphics like Torus Trooper. He works alone and even releases the source code to his games.
