The strong focus on the now dead multiplayer was a big issue for me as well, though it did feel like something deserving for the game to have. I played it briefly as a demo, but never got to experience the full thing (then again, I strongly prefer single player above multiplayer), but it was fun to play it online, it definitely gave me a Rocket League sort of feel.
I'd agree with you that it's not about putting story above multiplayer, just that the story was so rich but so brief, especially with how amazing the cutscenes were. I do give them major props to bringing back live action and keeping the 90's comicbooky that really felt spot on with the games overall presence. But overall the game felt like getting a three course meal made for babies, just not enough deliciousness to keep me fully sedated.
As for the Game as a Service model, I can't quite image how that would work for TM and still be good. If anything it'll be a very washed out version of what the game was and what really made the game was the storymode. Maybe they can monetize maps, car types and/or specials, but in the end it'll probably just end up rewarding players who spent more.
Either way, the storymode for Mr. Grimm and Sweettooth from 2012 had to have been the best fucking thing the franchise has ever made, so atleast we have that.
Also Twisted Metal 5 was Black, I think the next would be 8, but then again there are so many spin offs who the hell knows
