Effectively, you can use youtube-dl to grab the best audio of a video with something like `youtube-dl -f 140 {url}`, using `youtube-dl -F` to list the formats.
Then you can take an image you like (like this one), and use ffmpeg something like this:
ffmpeg -loop 1 -i questionmark.png -i /tmp/mymusictrack.m4a -shortest -r 4 -c:v libvpx-vp9 -b:v 0 -crf 30 -c:a libopus -b:a 64k -y /tmp/guess.webm
And you have this.
You can also use a gif or video input (though you might have to cut an audio track) to get something a little nicer, like this second one, removing the framerate argument or setting it appropriately and also fixing the loop argument. Note that this can make it significantly bigger, as it has to encode running video, even if it's just a small loop.
This is what my command line looked like for this:

I found these songs in the Fire Emblem 8 romhack Staff of Ages (Which is genuinely good and should be played if you like FE). The fun part is you can (strategy) lead a team of 2 GM's and a recon truck. Tell them to search an area on the grid-map, or attack/defend a position, and the truck scans for enemies.

How many of you dumb niggers are intentionally making this game impossible? You're not supposed to pick little compositions that is played in a song maybe once or twice and for a few seconds. You're supposed to pick the respective game's more well-known songs. Now, if it's a really popular game you're picking a song from, then you have an excuse to pick an obscure theme from it. Don't make it any more difficult then it already is.
