In the case on NekoPara I think it mostly boils down to the fact that it was practiacally the only VN on steam which achieved such noteriety. What with all the ecelebs going "lol such weeb trash" and all the "NekoPara Steam reviews in a nutshell" etc.
Additionally the game was a great starting point for people me included that were interested in eroges. That being the sprites with lots of animation so that a literall VN noob doesn't get bored, the brain dead story for everyone to "enjoy", pandering to a broad niche (catgirls) in order to hook lots of weebs, and lastly a high quality pc version. Since most japs barely know what HD resolution is I think that having a pc version which lives up to western standards makes it WAY more approchable to newcomers. The high quality PC version coupled with it's release on steam even makes me believe that the game was inteded for western audiences from the beginning.
