This is an interesting thing you point out that I feel like is worth pointing out the reasons behind. Anime character stylization is typically based around an idealized caucasoid aesthetic. Even explicitly Japanese characters often look more ethnically European than Japanese in terms of facial structure. (Not always the case but a fair amount of the time this is true) eg: Tenma of Monster, Rock of Black Lagoon, Light of Death Note. Americans are by and large a mishmash of mystery meat whereas nearly all eastern Europeans are entirely monocultured. The more a people mix with other (especially lower races) the more hideous they become. So it's likely the reason why as you put it "Russians look like anime" is just that Russians often look like the ideal caucasoid. I would argue the "3DPD" meme is largely a result of people being subconsciously aware the average girl is a hideous mutt.
