>X literally gives up protecting Earth
No he doesn't, he just hit burnout. He explicitly only wanted a short break, which is better shown in the original Japanese. I've retranslated the scene just to make sure. I'm not great Japanese, but it's clear as day that he didn't give up. Japanese (with more kanji, less kana soup) in green, original translation in red, my more literal translation in black.
>X:
>君が僕を残し、この世界からすがたを消してから・
<Since you disappeared
You left me, disappearing from this world.
>僕は100年近く、たったひとりでとほうもない数のIRREGULARSと戦っていたんだよ。
<I've been fighting this war alone against an uncountable number of Mavericks for nearly a hundred years…
For around 100 years, I was the only one, fighting an extraordinary number of irregulars.
>それは、つらくかなし戦いの日々
<Battle after battle… So painful and so sad…
That is, painful/bitter fighting, day after day.
>しかし、何よりもかなしかったのはだんだん、何も感じなくなってくる自分の心だたんだ。
<But the hardest part was when I discovered that I no longer cared about fighting enemies…
However, the saddest part was that my heart was gradually coming to feel nothing.
>ゼロ,この世界の事は。。。しばらく君にまかせたい
<I'll leave this world to you…
Zero, the matters of this world… I want to entrust them to you for a little while.
>だから、この僕を。。。まだ。。もう少しの間やすませてほしい。
<Please allow me… to rest in peace… for a while…
And so, I'm before you… Yet… My wish is you'd allow me a small time of rest.
>ごめんね..
<……… I'm sorry, Zero…
I'm sorry…
>Zero:
>……….
>しかたがないヤツだ。
<So be it…
It can't be helped, this guy.
>だが、そんな奴だからこそ一緒に戦う事ができたんだったな。
<But that's why we are the best partners…
However, (being) such a guy is surely the reason we were able to fight together.
>わがままは聞いてやろう。しばらくは俺にまかせてゆっくりやすめ。
<I'll do what you want… Rest for a while. I will handle it, you can count on me.
I'll listen to your selfishness. Leave it to me and take it easy for a while.
>俺は、なやまない。
<I won't stop!
I'm not worried/troubled.
>目の前に、敵が現れたなら。
<When an enemy appears…
(If) before my eyes, an enemy appears…
>たたききる。。
<I'll terminate it…
I'll just mangle it/cut it down!
Never, ever trust the English translations of Mega Man games. They're consistently wrong. In this case, they arbitrarily imply that X is dead ("rest in peace") and became completely apathetic to the fight ("no longer cared about fighting enemies"). That line doesn't even mention enemies. He was starting to emotionally distance himself in order to cope, and was unhappy with himself for it, but didn't know what else to do.
If he really gave up, then none of his actions after that decision make any sense. He still fought for his entire life, and only stopped when using his body as the seal for the Dark Elf became more useful for protecting the world than him fighting. And even then, he still continued to do what he could to protect the earth as a cyber-elf.
