Jsawyer Ultimate and BLEED are some gameplay tweaking mods, the former being based on Josh Sawyer's content except debugged. More Perks and More Traits are good too.

Bethesda/Obsidian are, despite all appearances, staffed by some of the world's best video game coders and they still can't squash all the bugs. Amateur/hobbyist coders (modders) also are far more likely to use spaghetti code or make compatibility/usability errors like altering entire game files directly rather than patching them or injecting arbitrary code to be used alongside it.
Making "clean," compatible, well-structured mods isn't something that was pushed by modding communities until fairly recently. It's really kind of a post-Skyrim sentiment, if anything. These days if you make a "dirty" mod you can be called out by the community and shunned, but it wasn't so long ago that the community didn't care and people were expected to troubleshoot and debug issues themselves. Frankly we're lucky anyone made "compatibility patches" for larger mods.

NVAC, CASM and YUP
NVAC does exactly what is says and prevents stupid and inexplicable crashes. CASM replaces the saving system entirely with a new save system that doesn't corrupt your save data as often as vanilla saving and YUP is a huge general bug fix mod. If you hate seeing the wrist mounted pipboy, you can pick up either readius or Pipboy 2500. I personally go with 2500 because it fits more with Fallout than Readius does. Keep in mind that a lot of mods, especially newer ones, require New Vegas Script Extender, JIP and some form of MCM.

The only good content mod is beyond the boulder dome. It's a pretty damn good, open mod. It uses van buren content, and for the most part, is is faithful to the original design documents, the whole thing feels like a long lost 5th dlc pack.
Other than that, you can always try TTW. Fallout 3 is a disaster, but it's kind of fun with new vegas mechanics and new gear, almost feels like what fallout 3 could be, if bethesda were competent. Shame nothing can fix the retarded game world, the "lore" and bad dialogue, that's why I only recommend it if you're a survivalist type, and modded your game as such

What's strange is the Oblivion character overhaul looks a million times better than the one for New Vegas. I can see why it works, however, because the Oblivion one uses Skyrim's concept art for reference which shows the elven races as angular and stoic while the human races are softer and more jolly. Depends when and where. The NCR Outpost, Embassy and CC station are all postwar construction. Only the modded buildings in Nelson don't make much sense, but even then it can be handwaved as Nelson being the NCR's former outpost that was overrun by Legion forces before the game starts (similar to how Searchlight was destroyed).
By comparison the NVHP station and Henderson are all prewar buildings because there's no major NCR presence there.
